There are certain borrower accounts, such as anonymous patron, sip patron and
superlibrarian which will, if deleted, cause problems with operation of the ILS
is deleted.
It would be useful to be able to lock these borrowers accounts so that an
additional level of access, beyond 'edit_borrowers' is required to delete these
accounts.
