Because it was a diff, not a patch.
If you downloaded it and then did a:
    patch -p1 < downloaded.diff
Plus a few commands to create the patch with the correct author,
and attempt to maintain comments, it would git bz apply.
I've git bz-ified it.

However, I'm moving this to "In Discussion", because of my reading:
relation.relation
This pattern specifies how a CQL relation is mapped to RPN. The pattern is name
of relation operator. Since = is used as separator between CQL pattern and RPN,
CQL relations including = cannot be used directly. To avoid a conflict, the
names ge, eq, le, must be used for CQL operators, greater-than-or-equal, equal,
less-than-or-equal respectively. The RPN pattern is supposed to include a
relation attribute.

I do not know if this is the correct solution, and I think someone more versed
in CCL and the inner query workings of Koha is better suited to say yay or nay
to this.
