When returning a book it is said to require a transfer if the home branch is
not the same as the current branch (even if HomeOrHoldingBranchReturn specifies
it should be returned to the holding branch)
Later on a message is generated in returns.pl if the first test was true, and
this message respects HomeOrHoldingBranchReturn and will put the correct branch
name into the message.
