When creating a new library, the generated branch is automatically allowing
transfers from all the existing branches.

This can be cumbersome. If a staff member wants to add an isolated branch, it
will be necessary to uncheck many boxes after the creation.


It could be useful to add a checkbox in the library creation form.
This checkbox would be checked by default, and the associated description would
be something like :
"Allow transfers from all other libraries to this new library (this can be
modified afterwards)"

Then, leaving the box checked would do nothing else/more than what Koha does
now.
Unchecking the box would add lines in the branch_transfer_limits table to
prevent transfer from all other branches to the new one.
