I was going to start by saying that is not an ofx file, although a subset of it
(starting with <OFX> and ending with </OFX>) is.  You might try extracting that
part to a new file and try importing it.  However, if you are getting the same
issue as in the post you link to on Discuss, and you are missing those DTD
files, then that is likely your problem, and as was suggested in that thread,
you need to take this up on an Ubuntu specific mailing list or forum.  (I'm
going to try spinning up an Ubuntu instance in VirtualBox to see if I can
confirm, but I'm not sure how quickly I'll be able to do so.)
