Too small strings ( especially one word string ) are often untranslatable because the same word need to be translated to different words. Moreover, translated strings are most of time longer than the English string. So a "good" layout becomes not good once translated, if it is optimized for the English version. So "as small as possible" is not always good. Strings are more easy translatable when they contain at least 2 words. So, in dialogs, one word UI strings like "Reset", "Clear", "Begin", "End" are barely translatable (The translation is sometimes not understandable depending on the context).
