I’m not sure if this was reported yet but with 5.99 on macOS Big Sur from 
yesterday the footprint editor won’t let me change the layer of a text item. It 
doesn’t matter whether it’s a newly-created footprint or an existing footprint. 

Just open the footprint, open the properties -> General, click on one of the 
entries in the Layer column. The drop-down pops up as expected, and you can 
select a different layer, but that change isn’t accepted once the drop-down is 
closed.
