Question for Orson or anybody else who knows PNS internals well. PNS_ROUTING_SETTINGS::SetLayerPair() currently sets m_layerTop to always be > m_layerBottom, which is the opposite of how it's done elsewhere in pcbnew. Is this a bug or intended behavior?
