I have a similar problem. It first occurred with the kernel upgrade to 3.2.0-64 (I guess) and a Seagate USB 3.0 external HD.
Now I bought a WD Passport ultra harddrive. I'm so sure that it is a bug of the kernel because if I restart my computer with the older kernel version(3.2.0-63) the port work's perfectly well. Anyway my system recognizes that the port exists and if I connect something to the port the command lususb recognizes it, but still not working.
