148f:2570 Wireless LAN reported as Hard blocked ONLY in Linux (dual
boot system) although device is not deactivated

Bug description:
Wireless does not work on my desktop pc system using ubuntu. "rfkill
list all" reports wireless device as hardblocked in ubuntu, although
no wireless switch or respective key combination exists on my system
and the wireless functions perfectly under windows on the same system.
The steps undertaken so far to try and solve this problem are reported
in this ubuntu-forum-thread (The thread was opened by me for this

I am using Xubuntu 14.04(trusty) but the problem persists also in Kubuntu.
The kernel version is: 3.13.0-24-generic
The reported driver for the wireless is rt2500usb.
