[Impact]
* Kernel crashes when realsense application exits.
[Fix]
* Cherry-pick 'Revert "uvcvideo: Prevent new URBs being processed at
stream stop"' 45858a950516 from Xilinx's linux kernel repo `linux-
xlnx`, the original "uvcvideo: Prevent new URBs being processed at
stream stop" has made the wrong assumption that it can always retrieve
a `struct uvc_streaming` via uvc_queue_to_stream().
[Test Plan]
* Checked realsense application exits successfully after applying the
revert patch.
[Where problems could occur]
* Low potential for regression. The original patch is not in mainline.

* Because we are cherry-picking a revert, the hash f4bcffae4e74 is the
hash in linux-xlnx, we are undoing 0fb66b5eca03 in our repo.
