I can also confirm on 24.04.1. Caps lock is ON, when returning from suspend and lock. Also, pressing the Windows key causes caps lock to toggle as well. Various successive combinations of Windows, Capslock, Esc keys seem to trigger this too, toggling the Capslock ON/OFF successively.
