Same problem here with Kubuntu 24.04,

HW: Dell Latitude 5440, 13th Gen Intel(R) Core(TM) i5-1345U, Raptor
Lake-P [Iris Xe Graphics]

Workaround with adding i915 driver in initrd works like a charm.

  Cannot enter luks password at boot after kernel 6.8.0-50 upgrade

Status in linux package in Ubuntu:
  Confirmed

Bug description:
  Upgraded Ubuntu 24.04 software, including kernel 6.8.0-50, after which
  upon booting the luks password couldn't be entered (dialog
  unresponsive). Was able to boot 6.8.0-49. Could boot 6.8.0-50 with
  quiet splash commented out - with text input.

  Added i915 (my video driver) to /etc/initramfs-tools/modules and
  updated initrd, after which could boot 6.8.0-50.
