Bug description:
  [Impact]
  There was randomly graphic glitch on edp with AMDGPU

  [Fix]
  AMD provides a patch to disable PSR on this panel to fix the issue.
  The patch is under AMD internal review and is not submitted to upstream yet.

  [Test]
  1. Boot in OS
  2. Idel the machine for a while (~1 min) and move the cursor.
  3. There should not have any graphic glitch when using the machine.

  [Where problems could occur]
  This is a quirk for a specific panel, so should be pretty safe.
