It seems the changes were added at some point without properly
reflecting it in this bug report. Double checked that Noble contained
them and FWIW that was the last place it mattered as this is the final
HWE kernel for Jammy.

  == Impact

  23.10/Mantic (and newer) kernels are packaged with modules compressed
  to save disk space and load time. This will remain unchanged. For
  simplifying backports into 22.04/Jammy LTS we need a way to turn this
  off when compiling those newer kernels as HWE kernels.

  == Fix

  Add an option to turn off module compression when packaging the
  kernel. This will be unset when compiling Mantic and newer. So there
  will be no change there.

  == Testcase

  Verify that in Mantic the size of the modules package(s) does not
  change.

  == Regression potential

  The compression could be accidentally disabled in newer kernels.
