Looking at https://autopkgtest.ubuntu.com/packages/dracut/noble/amd64 the dracut autopkgtests have been successful since 2024-07-31. This bug has been fixed in dracut 060+5-1ubuntu3.2.

The last error message is about "Module 'network- legacy' cannot be installed.". This does not sound like a kernel specific issue. I am not sure to what degree dracut is/should be supported.
