Bug description:
  [Impact]
  After unplugging and re-plugging the Ethernet cable, the r8169 NIC stop 
working and reports an error "transmit queue 0 timed out". The connection will 
remain broken until around 15 minutes.

  [Fix]
  Apply the fix from upstream solves the issue:

  b9c7ac4fe22c r8169: disable ALDPS per default for RTL8125

  [Test Plan]
  1. Boot up the kernel with r8169 hardware shown in the machine
  2. Unplug the Ethernet cable
  3. After the connection-close icon shown, re-plug the Ethernet cable
  4. See if the connection is established

  [Where problems could occur]
  May cause regression.
