Title:
  Intermittent screen flickering observed after upgrading to 24.04 LTS
  from 22.04 LTS

Bug description:
  I am observing screen that my Dell screen flickers once in a while for
  a short duration (about 5 secs or so) after upgrading to latest LTS.
  The problem is 100 % reproducible on my computer by holding the left
  mouse button pressed while dragging the scrollbar. Even otherwise this
  flickering is observed automatically about 3-4 times in a span of 20
  mins.

  Expected Behaviour: The screen does not flicker automatically or while
  scrolling a web page.
