I already tried shutting down with the menu and the commands "sudo shutdown -h now", "sudo poweroff" and "sudo systemctl poweroff" which all resulted in the same behavior. I also use luks2 encryption of the root partition maybe that has something to do with this and I also experience the bug #2077121 with the missing tpm which I normally use to open the luks encrypted partition at boot.

There is nothing in the logs because it get's stuck after the journal stops. There is no information displayed on the screen or an external monitor. If I switch the kernel to 6.5.0-45-generic everything works normally. A reboot works normally.
