Hi Pascal, thank you for taking the time to open this bug report.

Even though you didn't find any useful information in the logs, please
upload the kernel logs (dmesg, and syslog) so I can go through them
please. Also more information about your system would be helpful. The
output from the "lsusb", "lshw", and "lspci" in the various levels of
verbosity would be useful as well. The command "apport-collect 2077369"
should upload much of this info.

Now a few questions/things to try:

1) How are you shutting down the machine? Are you using the menu from
the desktop environment, or using a terminal command? If so, which
command?

2) Can you also try running this command after a failed shutdown on the next
boot:
        journalctl -b -1 -r

and attatch the output please? This will dump the journal logs for
the previous boot (-b -1) and print them in reverse order (-r).

------------

Now, if you would like to try some work arounds until this is fixed, I
can provide a couple things to try. The simplist one to try would be to
try shutting down using one of these two commands:

1) try shutting down with the shutdown command:
       sudo shutdown --poweroff

2) trying to use systemctl to shutdown:
        sudo systemctl poweroff

There are some other things we can try, but as this is a regression, I
don't think it is necessary to fiddle with the kernel command line just
yet. I would like to take a look at the data I requested, and see if I
can provide more insight.

Title:
Stuck at shutdown / not shutting down completely

Status in linux-hwe-6.8 package in Ubuntu:
  Incomplete

Bug description:
When shutting down everything looks normal but at the end some lights and the
keyboard light on my Thinkpad stay on and I can't boot again until I force a
poweroff by pressing the power button 10 seconds.
There is nothing in the logs because it get's stuck after the journal stops.
There is no information displayed on the screen or an external monitor.
If I switch the kernel to 6.5.0-45-generic everything works normally.
  A reboot works normally.
