Public bug reported: It was disabled by mistake due to a missing dependency. Commit "ubsan: Restore dependency on ARCH_HAS_UBSAN" was applied without "ubsan: Remove CONFIG_UBSAN_SANITIZE_ALL", resulting in CONFIG_UBSAN being dependant on a config option that does not exist.
Fix this by cherry-picking ubsan: Remove CONFIG_UBSAN_SANITIZE_ALL. The reason the dependency is missing: >From 6.8.12, 6.9.4 was picked up.
