I can confirm this issue on Ubuntu 23.10 x86_64 6.5.0-17-generic, with Seagate Mobile HDD ST1000LM035-1RK172 (LCM2).
When I switched back to kernel 6.5.0-15, that strange "click" noise disappeared.
