This is not a bug, it is behaving as Intended
The ORICO-BTA-SW01 is not a typical bluetooth adapter
Instead, it is a Bluetooth Audio Transmitter Adapter

It shows itself as a USB Audio device, and any audio sent to it will be
transmitted to a bluetooth device paired to the receiver

As such pairing handled by the device, not the OS
It is also only used for Audio, other Bluetooth devices like Keyboards or Mouse 
cannot be used with it

In essence, it is a USB soundcard and a bluetooth audio transmitter
glued together in 1 dongle

Bug description:
  I bought Switch5.0 Bluetooth adapter
  (https://www.orico.cc/us/product/detail/7400/BK.html) which identifies
  under lsusb as:

  10d6:dd00 Actions Semiconductor Co., Ltd BT90

  It doesn't work under Ubuntu 22.04. The Bluetooth icon doesn't show up
  and when I try to run blueman-adapters it shows:

  > blueman-adapters
  blueman-adapters 11.38.00 ERROR    Adapter:54 __init__  : No adapter(s) found

  
  The weird thing is, that it creates new audio device BT90 in Pulse settings.
  (I think, that the device might share same identification codes as different 
audio device: https://linux-hardware.org/?id=usb:10d6-dd00)
