Title:
  USB ethernet port fails after reconnect

Bug description:
  When using a Dell dock WB19TB on Ubuntu 20.04, the ethernet port fails
  to work after the dock is disconnected and reconnected. One way to
  make it work again is to remove then reload the r8153_ecm module or to
  restart the machine.
