NV31 XTX/XTW cannot boot into Ubuntu 22.04.3 after upgrading distro to
latest Ubuntu 22.04.3 kernel and firmware
Not repro with NV21 XL or W6800

Cherry-pick the latest PMFW

[Other Info]
The IMU FW included in Linux firmware package needs to be paired with
the latest PMFW smu_13_0_0.bin for Navi31
Jammy firmware updates only include latest IMU firmware.
