Bug reporting is about finding & fixing problems thus preventing future users from hitting the same bug. Your install media was 22.04.3, the ubuntu-release-upgrader tool is used to release-upgrade to a later release; but you're still using Ubuntu 22.04 thus haven't used the tool. You've likely filed the issue against an incorrect package (the kernel is changed, not upgraded; as 22.04 system would be upgraded to 23.04 & thus the kernel changed to the 23.04 kernel). If you have issues with a linux kernel, I suggest filing against that kernel. I suspect a Support site would be more appropriate, eg. https://answers.launchpad.net/ubuntu.
