[Fix] Force resume Intel ME to fix I219. It's not surprising because ME/AMT is controlled through Intel I219. [Test] Use `ping 1.1.1.1` to test if I219 is still alive. With the patch applied, the ethernet can survive several system sleeps. [Where problems could occur] The commit essentially disables direct-complete optimization, so it will make system suspend/resume slightly slower.
