  fbcon will still require FB to be available, but will use the fbdev

- At the time of filing this bug report, the NVIDIA drivers don't support
- the fbdev emulation layer, so VT's would be broken on them if this was
- to be enabled right now. So the drivers need fixing, and this bug report
- is a placeholder until we are able to move forward.
