  Dell S3222DGM Monitor and Intel Xe Graphics doesn't work above
  1280x800@60hz in kernel 6.2.0 (but 6.4.6 works)

Bug description:
  Ubuntu 22.04.3 LTS, Dell S3222DGM, Intel Xe Graphics

  Dell Monitor on a laptop with Mesa Intel Xe Graphics running Ubuntu
  kernels doesn't work in higher resolutions than 1280x800@60hz. At that
  resolution the screen goes black and then displays "No HDMI signal
  from your device" for a while before shutting down into powersaving
  mode.

  1280x768@60hz also works, while 1280x768@120hz does not.

  Observed with both Ubuntu 6.2.0 and 5.19.0 kernels. Changing to a
  mainline kernel resolves this completely, I've tried 6.4.6 which works
  perfectly at all resolutions listed in settings.

  I've tried with two other monitors I have which do not exhibit this
  problem. I've tried the Dell monitor with several other computers and
  verified that it does not exhibit this problem with them.
