Public bug reported:

[Impact]

After migrating to the new annotations-only model in jammy we introduced
a typo in debian/rules.d/4-checks.mk, that is triggered if we opt to not
migrate to the new model and still use the old configs+annotations.

[Test case]

With debian.<kernel>/config/config.common.ubuntu present run the
following command:

 $ fakeroot debian/rules clean updateconfigs

[Fix]

Replace @perl -> perl.

[Regression potential]

It's a trivial typo fix. Regressions can be introduced only if we are
still using the old configs+annotations model.
