I have the same problem, but with Ubuntu 22. Using xset does resolve the issue, but then the problem is that when my computer does go to sleep, the monitor does not power down -- the screen is just blank but still powered.

In gnome-control-center -> Power I have the following settings: Power Saving: Blank Screen -> 15 minutes ( Selecting Never doesn't change anything.)
