Works for me. Add

hdmi_enable_4kp60=1

to the [pi4] section in /boot/firmware/config.txt. I.e.:

[pi4]
max_framebuffers=2
arm_boost=1
hdmi_enable_4kp60=1

And as Daniel mentioned, use a proper HDMI cable.

  Ubuntu 22.10 won't display 4K at 60hz on Raspberry Pi 4. Workaround of
  editing the config.txt file does not seem to work. Hardware
  combination is capable of 4K at 60hz as everything works perfectly
