You've filed this bug as a problem with the linux 5.15 (20.04 HWE) kernel and not the Ubuntu release upgrader tool. The package used for the initial filing controls what details are useful for exploration of the actual problem, but no details were obtained relating to the release-upgrader-tool as you didn't file against that. Bug reporting is mostly about finding & fixing problems thus preventing future users from hitting the same bug. It maybe better to classify this bug report as INVALID, and then file a new bug-report using `ubuntu-bug ubuntu-release-upgrader[-core]`, but I'll leave this report open, and suggest you seek support.
