Xbox game controller disabled after resuming from suspend

Bug description:
I have an Xbox One controller plugged in to the computer via USB.
Every time I resume from suspend (to RAM), the controller doesn't turn
itself back on. Its lights are off, and it doesn't respond in any way.
It still appears in `lsusb` output, though.

My workaround is to pull the plug and put it back on.
