Slow Wifi Connection with RTL8723de on Ubuntu 22.04.1 LTS using
default wifi driver

Bug description:
I am experiencing slow wifi in a fresh installation of Ubuntu 22.04.
On doing some ping experiments, I could see 50% packet loss with avg
latency of 232ms as compared to 0 packet loss and 32 ms avg latency
with ethernet. My wifi works fine on Windows.
Earlier, with Ubuntu 16.04 I was using
https://github.com/jeremyb31/rtl8723de.git for WiFi but it no longer
installs with this kernel.
