This makes me think it's bug 1576341 again. According to the git
history, that patch was not carried in Ubuntu past 2019. I will try to
find out if we ever attempted to upstream the change.

This is a scripted bug report about ADT failures while running systemd
tests for linux/5.4.0-128.144 on focal. Whether this is caused by the
