in -proposed solves the problem. Please test the kernel and update this
bug with the results. If the problem is solved, change the tag
'verification-needed-bionic' to 'verification-done-bionic'. If the
problem still exists, change the tag 'verification-needed-bionic' to
'verification-failed-bionic'.

If verification is not done by 5 working days from today, this fix will
be dropped from the source code, and this bug will be closed.

Bug description:
  [Impact]
  When creating ip6gre interfaces in network namespaces, device references are 
not held, preventing further network namespaces from being created.

  [Test case]
  sudo modprobe ip6_gre
  unshare -Urn true
  unshare -Urn true

  The second unshare won't work and there will be "unregister_netdevice:
  waiting for ip6gre0 to become free. Usage count = -1" messages on
  kernel log.

  [Potential regression]
  ip6gre users can observe regressions.
