  Commit c89686118c786a523eee3ef68ed38330319626d8 ("usb: core: Bail out when 
port is stuck in reset loop")

  Affected vendor confirmed the patch can fix the issue after numerous round of 
tests.

  [Where problems could occur]
  If there's any peculiar USB hub depends on the old (and buggy) behavior, this 
can potentially bring a regression to the hub.
