The laptop is ThinkPad X13 with an AMD GPU. In dmesg there was a message about amdgpu/renoir_ta.bin missing. Following some StackOverflow advice, I downloaded and installed linux- firmware_1.201_all.deb from the 21.10 repo, which has amdgpu/renoir_ta.bin and rebooted, which fixed my issue. Proposed Solution Add amdgpu/renoir_ta.bin to the current version of the linux-firmware package for 20.04 LTS.
