  No driver is loaded for scp firmware on the mt8183 platform, and fw is 
missing too.

  [Fix]
  Add mt8183 SCP firmware

  [Test]
  Verified on the mt8183 platform, it can be loaded and powered up.

  [Where problems could occur]
  This firmware is specific for mt8183, it should be low risk.

  The firmware is already in impish and jammy, only SRU fw for focal.
