The bug occurs when you restart the machine. At first it shows the login screen, but then it almost immediately start showing noise. The only thing I can think of off the top of my head is that the ThinkPad is connected over USB-C to a dock station, ThinkPad USB-C Dock Gen 2. Although the issue isn't fixed if I remove it. I'll try to investigate further when I'm working with that machine again later today. Following some StackOverflow advice, I downloaded and installed linux- firmware_1.201_all.deb from the 21.10 repo, which has amdgpu/renoir_ta.bin and rebooted, which fixed my issue.
