[Fix] Re-enable PCIe port LTR after reset or hotplug, and probe it properly. [Test] Verified on HW with TBT4 dock. it works fine. Also tested Tiger Lake-LP Thunderbolt 4, tbt4 dock works fine. Tested on AMD Cezanne, PCIe works fine, it doesn't support thunderbolt. [Where problems could occur] PCI bus may break.
