At first this looks like a hardware fault to me. It looks like what happens when I replace a laptop screen and it doesn't get a clean electrical connection. The same can happen if it has received some bumps and intermittently loses connections on some pins.
However there's a chance this is a kernel bug and your observation that 20.04.2 does not have a problem supports that theory... Please: 1. Edit /etc/default/grub and change: GRUB_CMDLINE_LINUX_DEFAULT="quiet splash" to GRUB_CMDLINE_LINUX_DEFAULT="quiet splash i915.enable_psr=0" 2. Run: sudo update-grub 3. Reboot. System has 16gb of RAM and a Intel® Core™ i7-8665U CPU @ 1.90GHz × 8 processor, so I don't think the issue is available processing power (although the integrated graphics could be bad). I'm already using Wayland. This problem really seems to come and go -- it will go days without issue, and then have days again where it is constant. I've noticed it on all browsers. I've noticed that closing the webbrowser seems to resolve the issue most of the time. I've noticed that this is not an issue on any extended screens, just the main screen. --- Since the above post, I tried booting into a clean live disk running Ubuntu 20.04.2. This actually worked fine, and I did not observe any strange graphical effects.
