Bug description:
[Impact]
libclc source was merged to llvm upstream last year, and development
happens there now. A future mesa release will require libclc from
llvm-toolchain, but in order to migrate things one at a time, let's
build libclc with "old" features first.
[Test case]
Build mesa with libclc-12 from llvm-toolchain-12.
[Where problems could occur]
Packaging might conflict with src:libclc, but that's already tested to
be fine. There is also an autopkgtest to catch possible regressions
with libclc-12.
