[Fix] AMD introduce a brand new firmware, polaris 12 MC firmware. This fix the issue and the system wouldn't hang during boot-up with AMD RX540. [Test] Verified on RKL platform and AMD RX540 System would boot-up and login to desktop successfully. [Where problems could occur] This's a brand new firmware to support Polaris-series, it may introduce new issues.
