I am using a Hauppauge HVR-1950 TV tuner with my Dell Inspiron 5567 laptop. 
When using the tuner the picture and audio break up as if the signal is weak. 
All of the kernels since upgrading to 20.04 have failed, most recently 5.4.0-73
It worked fine when I was using 18.04 Bionic Beaver and it works with the 
current bionic kernel, 4.15.0-143
It also works with the mainline kernel, most recently 5.4.111
