Garbage window on external 4k display

Bug description:
When connecting a 4k monitor to the DP port of a Lenovo TBT3 Gen2 dock and
dock is connected to a P17 also with a 4k display if you change the scale to
100% and attempt to run any window based application like a browser window on
the monitor you get periodic pop up areas of garbage. Happens more if the
window is closer to the left side than if in the middle of the screen.
