This problem persists with Ubuntu 20.10 released today. The modprobe/rmmod/modprobe method above still works there, however it is very inconvenient to have to perform those steps after each reboot. Unfortunate, as Ubuntu has been the distro that I've used and recommended to others for the last four years based on "it just works".
