In my case the bug is in the receiving direction. I see no problems with
transmitting.

The diffs show I have a more recent chip in the broken system (Working has Rev
7, Broken has Rev 15). There are some other differences. As mentioned in an
earlier comment it's only the broken system that says it has L1 PM Substates.
