[UBUNTU 20.04] s390x: enable CONFIG_NET_SWITCHDEV in kernel config

Bug description:
We need to enable CONFIG_NET_SWITCHDEV in the kernel config for s390x
which was disabled so far. On other platforms, this config is enabled
since Ubuntu 16.10, see

Buisiness Value:
The NET_SWITCHDEV support is required for enablement of the ConnectX-5
network adapters ,used in "embedded switch" mode.
Also the s390/net side of the world, will have a need for NET_SWITCHDEV as
well in the near future.
Enablement request for Ubuntu 20.04 onl
This requirement is mandatory for 20.04 therefore the used severity
within the IBM BZ. Even this is not a real ship issue.....
